It is not at all good for a chinchilla to eat the cardboard from a toilet roll or paper towel roll. If you find your chin ingesting the cardboard from the tube, you should immediately take the toilet roll away. Based on this, combined with the fact that it is extremely rare for our birds to actually eat foreign non-food objects, I don't think that the use of corrugated cardboard in bird toys presents a hazard to our birds.
